Hi Michelle;
Your definition is excellent for defining the concept of a phenomenon; however your example is somewhat in error. The observations of the galactic velocities is the phenomenon; Dark Matter is one of the suggested interpretations to account for the phenomenon.
There are many conflicting interpretations of the term "Dark Matter" in that some view it a an entirely different type of substance. Others view it as just normal matter that cannot be detected. How do you view "Dark Matter"?
