A certain amout of non-baryonic (dark) matter of energy to provide galaxies with enough gravity to keep them together and in orbit around the central point.
At several points in TOEquest it is mentioned that enery is extremely similar to matter (and possibly matter is just energy slowed down).
Therefore, they are either almost the same thing; or they are the same.

Either way we do not need to worry about the difference between the two because that difference is very small.
