I think that the example of complex machineries such as computers is the perfect example of why fundamental concepts will never explain all phenomena. Emerging properties are only subject to an evolutionary path to higher order. That is why I think that even if we find the underlying TOE it will answer nothing, as the on/off circuitry within a computer answers nothing compared to the array of blinding applications for the computer
