While researching highly efficient mini engines for a client, they found a configuration which appeared to be giving off more energy than they put into it. At first they did not believe it, but they have confirmed it with numerous tests and have several outside researchers come in to confirm the results, although none of these outside researchers have gone public with the affirmation (presumably in fear of ridicule).

It appears to me that if it is a hoax, it is a hoax by an individual (one of the crew has done something to the apparatus which the others do not know about). However, I truly think they do believe they have found free energy.
The device consists of a number of magnets placed in a specific orientation in a form of an electric motor. Thus, it seems possible that they may be sucking energy out of the earths magnetic field, for example. That is, perhaps the earth is losing its magnetism, or spin energy, or some other planetary source which is being drained microscopically with this device. Of course, if our entire civilization went to such a method the results might not be so happy - if the earth changed its rotational speed for example.

This looks fascinating, I've studied quite a few of Tesla's original ideas about electricity and free energy but I've never seen this before.
I'd love to see it proven as a working prototype, that would be truly wonderful to see...and use myself.
I don't really understand all the technicalities of energy measurement in this context but the idea that this device is somehow receiving energy from the earth's magnetic field is a fascinating one indeed.
I hope that eventually we will all be able to have our own portable power source using green energy, I've seen enormous generators at various festivals I've been to but they all still run on non-renewable fossil fuels unfortunately.
Since my early childhood I have been interested in lay lines, dowsing using rods, and many other free energy/magnetic field theories.
I can remember watching the film "Back To The Future 2" and working out how if I had a hover board then all I needed to do was reverse the magnetic poles of the underside of my board, then have the opposite polarity under the ground at the right power ratio, and I could float like a Japanese bullet train.
I'm still working on the plans...
