Could a theory that says there are 10500 universes, each with different constants of nature and laws, possibly be a Theory of Everything?

Could a theory that requires 10 dimensions or more to exist really be applied to the first 9 dimensions, if there are even 9 dimensions?

Shouldn't a TOE be astoundingly simple?

Does it have any hope of being a 'theory of everything' when it has no apparent applications outside of physics?
