There's a lot of different interpretations of time.
A standard definition is an interval of
motion between two or more locations in space, this constitutes what Einstein was inspired to call 'space-time' - he considered them inseparable.
It matters not whether anyone is observing or measuring or not.
Time is motion.
Einstein also identified time as the 4th dimension.
Lotta contentious controversy on the subject.
