Actually I think the TOE should explain everything that's why there is 'everything' in it. It should explain the nature of everything, our universe, it should also explain that for example what Mr. x will be doing after 9 hours, 5minutes and 6 seconds as it is the theory of everything, it should also explain the past and what is one thinking etc. It should explain everything in the universe whether it is in space notions or intime notions. Surprisingly, suppose that string theory becomes TOE then it should also explain why this theory works so well in explaining everything and also the reason it states for the above question it should also justify that why that reason works so well and the reason made for that reason and..........................I hope that u have understood my meaning as most of the people to whom I say these type of things become confuse. At last I want to say that 'everything' means something that one can't imagine. It is not one thing but it is so big the everything.
