I think that you are right and want to give a simple answer to that question that is the only energy is present in the form of strings and so string theory is the theory of thing according to you but I say that different fluctuations in strings make different particles and so to understand why different fluctuations make different particles is also the work of string theory. So we can say that it is theory of everything or every particle or every matter. By the way, good question I was not able to understand it completely and that's why I was replying strangely.
