I would say yes if we are coming from the same place. Borrwoing your idea only, the counterweight itself is an evidence of universe being weightless.All sorts of weights are created by application of force some way or the other.The counterweight is born alongwith as the very nature of weightless universe doesn't allow weight which is like an unsettled 'matter'.
We separate a stone from earth and create weight in the stone and the counterweight( gravitational force) in the earth.
Where is the gravity then?
The moment,the force applied to create weight ceases to act, the weight and the counter weight nullify each other to reach the state of weightlessness, the very essence of the universe.
Gravity is the simple and beautiful myth of science.
