I don't know either - I'm hoping von Ludwiger will explain it in his forthcoming book. Otherwise, there might be hint in one of HEim's 2 main books, but it's not easy to pick out the justification there as he often leaves some things to the reader - that's where HEim's successors are doing great work - e.g. Droscher now explicitly deriving the eigen-value equations.
