I'm not well versed on string theory...
But if motion stopped at sub atomic level matter (including quarks etc) would still exist but not in a chaotic form (for this is still motion) I believe all matter would be at REST thus not impinging on anything else - all would be still frozen to the spot it ceased motion in.
