I have seen something like this before (few years ago), I just posted it in the reason and logic thread. The one I saw was green and made a propeller noise and I felt wind from it. A little boy was watching it with me, our heads and eyes moved along with it so we were both seeing the same thing. Then it vanished. It was more of a fluorescent green color, the blue one in the video looks fluorescent too.
