The lack of bioelectricity becomes the tool for spreading fool stool. The medical term is the neuron, a cell in the animal brain responsible for the acquisition of knowledge and intelligence.
An animal is considered intelligent if and only if its neurons are optimally connected. These connections can be negative as well as positive. Positive connections lead to productive lives and maintain survival of the species. Negative connections can only lead to wasted purpose and unwanted or unnecessary destructions. If someone happens to stands under a roosting pigeon, its lack of intelligence makes it likely for the person to discover sticky pigeon stool on the top of the head and shoulder. This person becomes a stool pigeon not as a spy sent to report unlawful activities but as an innocent bystander for fool stool tool of foolish bird droppings.
In the terrestrial environment, natural electricity appears in the forms of lighting strikes. And usually, after the strikes rain stools follow.
