Hi Kigs,
I would have to say that the most frightening things among us reside within our own minds. I am much more afraid of what's in there and what my own misguided thoughts can do to me than I am anything else.
Perhaps, those that see such things as ghost project/imagine them themselves due to their preconceived notions and fears. The mind is a powerful tool; especially when it is at work on the wrong stuff.
So, do I believe in ghosts? I believe we can imagine anything, but I'm not afraid of the ghosts imagined by others; I'm afraid of those which can be imagined by me, but only if I allow them.
To quote Ray Stevens (parody/novelty singer-songwriter) from the song, I ain't sittin' up with the dead no more: "The dead can't hurt ya cause they already left, but what they left can sure make you hurt yourself."
