We generly say a photon can not gain or loss it's energy in a fraction .
but in RAMAN EFFECT we say that a photon give a fraction of it's energy to a molecule which is in lower vibrational and rotational energy state ,
similarly a photon absorbs a fraction of energy from a molecule if the molecule
is higher vibrational or rotational energy state.
