The Vietnam war is a good example of higher-ups making draftees do things.
Some bombs landed in the base at Long Binh when I was there, but Rascal Puff, another vet, saved me, although I didn't know him at the time.
In the end, though, President Nixon fell—and Lyndon Johnson gave up and didn't run again, so people do have some say.
