The speed of thought is the distance which the electrons in the brain can take ina sample of time. As the speed of electrons/electricity is variable, I don't know. But as the brain is organic, the spee dmust be near to the speed of electricity to the body. Definatelly the speed is not superluminal. But there are some processes that are lightspeed, one of them is described by Roger penrose's and Stuart Hameroff's theory of quantum conscioussness, in which the process by which our minds decide an existence out of all the possible outcomes (~infinite) of existences.
