This will relate to some junk I am about to put into my blog. A story I started, but never finished.In the Sagittarius galaxy, there is a solar system much like one in the Milky Way that contains a planet known as Earth to those whom live on it. It is know as Edin by those from the Sagittarius system. While there are some similarities of the systems, there are two major differences. The first being, three of the planets are located in what is known as the life band. A distance far enough away from the sun to not burn up, nor too far to freeze. The system is located on an outer arm much like the Earth system. The second difference, is that all three of the planets are inhabited by intelligent life, and have been capable of “deep” space travel for over fifteen thousand years. This travel does move faster than the speed of light (as of yet), but it comes very close to it. They have had made journeys where an entire generation has lived and died in transversing the vast distances of space. They haven't found too much in their own galaxy. The lengths at which they must now travel would require a full three generations to live and die in the confines of a ship. Their life span is three hundred earth-years, as an overall average amongst the different races.
Prologue
The three planets are governed by one ruling body known as the Tribunal. They do share some similarities with us in regardless to belief. They are split in thirds, and those who share certain beliefs about the foundation of the universe live on the according planet. Those whom believe that there is a God of some form/forms or another all live on the planet Havon. Those who do not believe live on planet Xrus. The third planet Skeptus is in the middle meta-and-physically. The planets are sub-divided into regions (much like earth is divided into countries) where like-minded believers, questioners, and nonbelievers make their homes amongst others with similar thoughts or beliefs. The planet with the most variety, is Havon, they also tend to be the happiest. Skeptus is second in this regard, and those on Xrus are mostly content, but more often than naught are deem-able “unhappy.”
The regions are divided into two main segments, reasons one might believe and reasons one might not believe. It is then sub divided by those who share the same general points of such, much like Havon. Planet Xrus falls under one particular banner. But where as on Skeptus, the cited reasons that maybe one shouldn't believe, those on Xrus, have eliminated the maybe for those reasons altogether. The regions here share the name they have on Skeptus with two additional characters at the end. Eveil on Skeptus is known as Eveil-X. For the curious mind, a reason cited on Skeptus that is particular region holds, “there appears to be too much evil in the worlds.” On Xrus, those of Eveil-X say explicitly, “there is too much evil in the worlds,” without question.
Conditions
The phrase, “far more technologically advanced than Earthlings,” does nothing to convey the fact of the matter. They have technologies that some would deem magical and impossible here on Earth. Over thirty thousand years ago, before the age of near light-speed travel began for members of the Tribunal, there was an astronomer which made an unsettling calculation. Over time, it has become more accurate and dire. It was made during a time when the arm of Sagittarius (which their system Finox) was passing very close, by cosmological standards, to an arm of the Milky Way. The calculation held a great revelation, in approximately thirty thousand years (give or take a millennium or two), the Finox system would pass directly into an inner arm of the of the Milk Way. In the following calculations by generations to come, the probability of the Finox system surviving this event with the ability to sustain life, or allow for any hopes of fortifying.
At the time of the discovery, they were very confident in their ability to eventually seek out a new home. But as the furthered observations and calculations came in over the centuries, it was discovered that the entire arm of Sagittarius they were limited to would be under heavy cosmic bombardment. There was some panic as to what if anything could be done. Another astronomer came along and made an observation of the calculations. He propositioned according to the data, there is an outer area on the arm of the Milky Way galaxy that would suffer minor damage comparatively to their own system. Some immediately reacted to this idea saying, “If we are limited to our own galaxy, how should we travel to another?” It's rather simple he said, “When the arms next pass each other, before the third pass and collision, we will have a window in which to travel to that region. Comparatively, the distance we would need to travel to do so will be less than half we aspire to cover in our own galaxy at that time using entire generations.” This simple idea ignited hearts and minds filled with dread of things to come with hope.
So, committees and preparations were made to do just that. At the last passing, a vast fleet of ships descended onto the Milky Way from Sagittarius. They began to pan out, and most unexpectedly they found a suitable planet early on in this expedition, Earth. A very small number of this fleet has remained ever since, a larger portion has moved on for further exploration, and a small detachment gathered all available information and made a return journey to Finox. The Earth was thoroughly examined and cataloged in the beginning. At the time, not much consideration was given by those of Finox as to interacting with the Earth's inhabitants. They lost some of their objectivity in delight of this discovery, and shared more than they should have with them. In particular, an intelligent and developed primate species come to be known as Earthlings. A few years after the arrival it was ruled by Tribunal council envoy, that all of those from Finox should disengage their interactions with the Earthlings until the full council ruled on how to handle the situation. Observations would be permitted, but under no circumstance should there be continued interactions of any sort.
A contingent from Xrus decided it was necessary to learn more about earthlings, because it might be possible that Edin (or Earth) might be the only place they find to take refuge. So they chose to go against the Tribunal. A contingent from Havon, upon learning of the Xrus plans, had decided it was their duty to try and enforce the rule of the tribunal's envoy. There were some left from each planet who have chose obey the ruling of the envoy. Those from Skeptus decided, it would be important for them to observe the actions of both groups, and do as much possible to avoid unintentional interaction with the Earthlings while trying to keep track of the actions of the others. They sought to have impartial information to supply the council with, when it arrives near the time of the Third Passing of the arms. Something of a war has begun between the groups of Havon and Xrus. The Skeptians remain neutral.
Situation
So, much time has passed since Finoxites have discovered Earth, and its 'lings.' There is a movement building inside the Xrus contingent. Some wish to simply take over Earth (with no regard for the manner in which it is done, or the cost of such that will be imposed upon the Earthlings), In preparation for the arrival of the entire Finox civilization. The members of Havon are doing all they can to counteract and sway further developments of this movement. Those of Skeptus are finding themselves hard-pressed to remain observers, as events begin to push the very boundaries of what they stand for. The time of the departure has already passed, and the time of the arrival draws near.
Questions
What is it those from Xrus are doing? What is it that those from Havon are doing to counteract the actions of Xrus? What are the Skeptian observers thinking? Will the Skeptian observers act, and why/why not? What are the possible rulings of the Tribunal on the course of action to be taken for all Finoxites and Earthlings, and what will they rule about the war and actions between those of Havon and Xrus?

Try to keep it simple. Remember, this isn't real, it's an exercise.
