Ok, I've found the article in science (my university subscribes to most journals), and I see that it is describing modified newtonian dynamics. This theory, as the name suggests, modifies Newton's second law of dynamics, f=ma. Instead, it suggests the formula is f=m mu(a/a_0)a, where mu(x) is an undetermined function, and a_0 is a newly proposed fundamental constant. Of course, mu is chosen so that the equation reduces to newtons second law in the small limit.
There are newer theories of newtonian gravity which modify general relativity, called tensor vector scalar theories, which, in this case, reduce to GR in the appropriate limit. (If anyone knows anything about GR, these theories basically change the Einstein Hilbert action from R to R+(some other stuff)).
These are obviously just theories, but are worth pursuing to see what happens.
