This is an interesting premise. However, I might ask "whose fiction?" and "whos fact?"
With regards to whose fiction- lets suppose that the "general concensus" fiction is true. This then would change the world because everyone would begin a mass convincing campaign. Those who were best at convincing each other of a possible reality would become the arbiters of the future.
This is because those who were poor at convincing others would be "voted out of existence". That is, others would simply stop beliving they existed at all, and that minority group would in fact, cease to exist.
At some point a charismatic leader would convince everyone to create "like minded individuals" to himself, and then everyone would begin to think like that like guy. Since it is a consensual reality- it would be maintained, and they would all doubtlessly create for themselves immortality. perhaps they would create a minority they could manipulate or control, but by and large it would perpetuate itself forever.
This is interesting in that it relates to our real reality, at least within the context of paradigms of thought. That is to say- certain paradigms of thought are "stronger" than others, and some "weaker". Those that persist are those that can capture the consensual agreement of the masses- and thus propagate into the future.
Assuming is always up to us and it’s good method to exclude illogical and prove logical results of any action or consideration, but if I assume that fact and fiction are the same, then the world look like chaos to me, as it will became the amount of logical and illogical phenomenon together.
A world were there is a total nihilism, where there is no truth, where everything is real and not real, there would be no world at all: for it would have to exist and not exist, to contain every possibility and none. The best book about this subject is "Fact, Fiction and Forecast" by Nelson Goodman.

My world would be one where we could fly (supergirl-style!) and where life was respected and revered, where pollution didn't exist and we respected each other (opinion-wise). We would think in terms of community, not country and there would be no concept of gratuitous violence. Resources would be plentiful and distribution would be equitable. Everyone would contribute to the community according to their passion, not the necessity for making a living.
