I don't think this is true, however.

I actually meant what I said - water IS a magnetic field. Water is very strange stuff and maybe it is the result of the strength of the Hydrogen Bond or something else but the point is water can maintain its integrity as "water" no matter what it has been through - this to me suggests on the level of its electrons a very strange transfer is occuring which deems the whole H2O molecule a magnetic field.

What we need to be investigating is the expansion of water/liquid in the solid state when theoretically it should compress.
Here is an interesting and brief article about the force of freezing water as it expands. To try and figure out how to use this as an energy source you wouldn't need electricity, only natural seasonal and diurnal temperature changes. Water is naturally doing all kinds of work around the world by freezing in the cracks of mountains and breaking them apart.
