I put a couple posts up related to similar thoughts. There's an interesting idea at the end of the second one that could be a rather win/win/win scenario (even wannabe tyrrants should be able to recognize that ruling over a mud puddle is likely not high on their list of priorities ... it would only be the purely ignorant and short sighted ones that would appear to have any disagreement. Even the intentionally destructive ones could tyrannize each other, so that option remains open for those "enjoying that flavor" ):
