I believe some of that fear is intentionally encouraged ... if you can convince someone that they'd suddenly be incapacitated or become instantly unresponsive socially if they weren't doing what you told them to do ... well, that's potentially a slave, even if it's just a psychological one. Or if you can tax, use emminent domain, fines etc. to collect a decent chuck of someones work, then it's also potentially a slavery though of percentatges.
On the other hand, it can be valuable to have people to help guide or coordinate things, but it's different when people do this simply to work together collectively and share abilities, skills etc. That's the "natural" model, IMO and it's much less stagnant and doesn't require lots of guns, prisons, law books or armed forces ... except for the problem of handling a few of the wolves ... that can be a tough one to find an easy solution, though it could definitely help to have a bit of room to grow with a nice "fence" that keeps the wolves out, though wolves should still be able to range free as well ... so I'd have to guess that the best solution is to simply move in a manner that wolves are incapable of following, simply because of what they are and that would appear requiring not remaining a sheep(le).![]()
