I see three scenarios for the Universe.
1) The Universe is stagnant. It neither was born nor will end. Will be like what it is.
2) The Universe will rip itself out due to the expansion
3) The Universe will collapse again into a point.
The first scenario obeys the conservation rule. However in this scenario, the Universe cannot afford too much of commotion as any sudden movement can undo the stability of the Universe.
In the second scenario, If the Universe rips itself apart and there is a change that even the quarks might be ripped apart, then we might be violating the conservation rule.
The third scene seems more likely. Just the fact that we do not know what happened before the Big Bang does not mean that there was nothing at all. So where did the matter come from? It obviously came from an existing Universe.
