who is morally responsible for completing the next best thing to a TOE? Should all scientists be amoral?

I don't think science or scientist ar amoral. Some scientific discoveries or inventios are trully amoral. A TOE should be logical. I believe that ethics and morals are completely governed by logics. So, if the TOE is logical and makes sence, then it will me moral without the need of someone to make it moral.

nature does not waste energy. light moves along shortest and straightest paths.
But human nature is based on self-preservation by spending more and more energy. But to make more energy means also to waste more energy. So that available energy become less and less and harder and harder to make more and more.
