I agree with your description and explanation of the weather patterns, I think it is obvious enough to need no further explanation.

The second illustration looks like a digitally altered version of an M.C. Escher print.

Its peculiar in that it is spiralling through its own centre.

I don't see a relation between the 2 illustrations.
