There isn't anymore to learn when you reach a limit. How far does 10% of something take you? 100 years perhaps, that's if it is up to 10%. The average lifespan is only 70 something so let's be on the safe side and say only 7% is now used.

What good does the past memory hold? Wouldn't the brain be more efficient if it held future information such as deja vu?

Memory is the stored thoughts or information of the mind - it is the only thing between us and the Infinite Consciousness that we are - and as long as we keep empowering it with our awareness i.e. our attention - we will never know our Infinite - Pure - Aware - "Conscious Spirit" as an "ENTITY" separate from the matter of the body and the world.
