The existence of a principle of negative action would certainly imply the existence of negative energy. The concept of negative energy violates all known physical laws including laws derived from quantum field theory of the vacuum.
The true vacuum is believed to exist in a state of zero-point energy. Its energy fluctuates between two relative minima in the infinitesimal neighborhood of being exactly identically zero. If these fluctuations were given certain directional properties then in a preferred frame of reference both positive and negative directions can be defined. However, since the rate of change of direction can be superluminal it is counter productive to apply a coordinate system mainly for the sole purpose of measuring the changes between positive and negative actions. Therefore, it is not theoretically necessary for negative action to exist.
