The question is simply how to create phonons with energy comparable to the momentum of quarks and leptons. To disturb or control quarks we need more energy.

Think tanks of different countries do exist but as you said they need to work together. The closest to this is the international group known as ITER. But ITER works on hot fusion. It seems every think tank is working on hot fusion. No think tank works on cold fusion. I'm the only off and on think tank who still believe the idea of cold fusion of deuterons.
