Let me try my hands on this, because politics exists inside system specific structures and that is quite interesting (I think).
We cannot have a dictatorship and a democracy taking place at the same time in the same place. We find either a dictatorship, a democracy, or a warped version of both in place.
To give these structures numbers:
The dictatorship is 1, because that is the only number of person or group that dictates the nation. It is not a disconnected number, because it needs to keep a close eye on the population at large. When for instance the price of bread is raised too much, a dictator can jeopardize his (mainly males are dictators) power. 1 is the number that has the least amount of movement for the population, but to some extent also limits the ones in control. As you will read later, the number zero may be a strong partner in this system (and can then be seen as binary).
The two party system, such as in the United States, is 2, because the two parties take turns, having full control of their governmental level. Often, there tends to be one party wanting to organize everything better (and often not succeeding for long), and one party wanting to undo everything the other party organized. Not uncommon is that third non-political parties, such as companies or specific issue organizations, become quite powerful, and function somewhat outside the political realm. The voters vote in collective districts, and their individual choices are not fully translated to representation, the collective choices (winner-takes-all) decide. 2 is the number that allows a choice, but the choice is very limited, and creates reactions to do the third thing by whoever can get away with doing the third thing, with not bothering to stay within the fray and only one of the two parties wanting to organize this better.
The three-to-five party system, such as in Canada and Germany, is 3, because none of the parties is in full control at any level, and a cooperation of two parties must take place. Societal groups and businesses are more specifically present within one of these parties, organized within the governmental level. Elections can be organized in districts (collective voting) or based on individual choices, but with a general threshold (parties must win at least x-amount of votes, for instance 5% before getting seats). 3 is the first number that can stand on itself. A table with three legs is not most stable, but unlike a table with two legs having to lean against a wall to be considered a table, a table with 3 legs can stand on its own. The population has a real choice, for three, four or five parties compete for the voters based on contents, not on black-and-white programs of organizing and dis-organizing.
The proportional system, such as in the Netherlands, Israel, and Spain, is 4 and 5, because the population receives representation according to the individual votes. Often three to five large parties exist, and many small ones People and businesses and groups are able to translate their desires into specific parties. In general two parties must cooperate to form a government, sometimes it requires three parties. This is the level where the population and the political system are very similar. It contains many options, and may therefore not be the best model for very large nations. 4 is the overall number, 5 is the number of the overall outcome that is very similar to the actual overall number. (This is called the synergistic difference)
I mention this to you guys as the example that a political structure is not set in stone, but exists in varieties. To get to a single political structure implies ignoring the other options. There is nothing wrong with that, but it shows how each structure is strongly self-based, not sensitive to the structural parts of the other structures (though each system is sensitive to the outcomes of the other structures in our interactive world).
And if you know the pentaist theory is based on a matrix of 0, 1, 2, 3, 4, and 5, then you probably get what the 0 stands for: people not caring who is in control. That can all by itself be quite empowering; by ignoring the political powers, and only bending when required to bend, people can be quite strong on their own. It contains certain freedoms, but not any of the freedoms what to do with the whole, because that is in the hands of those in 1, 2, 3, or 4/5.
If you wish, Drifter, you can view each number as a separate story in which 1 wolf exists, 2 wolves exist, 3 wolves exist, 4 wolves exist. I hope you can see that your wolf-delivery is just one out of a larger variety.
If there's just one wolf (and you feed it), you are stuck with it. If there are two wolves, you have a choice to feed one and not the other, but they are still wolves. If you have three wolves, you already have a chance to influence the offspring, and if you have four wolves you can most certainly select which ones you want to feed and keep as offspring. And that's exactly how we got man's best friend: the dog. We kept the friendliest wolves, and if you watch the Discovery Channel much you know that within very few generations, the wolves became dogs.
