It is of course one's brain that is the source of one's will, and so there is no miniature first cause of free will floating around or residing anywhere that does not rely on the brain.
This non free will is not a static thing, for learning may alter one's base of choices, our new unfree will then still utilizing this wider ranges of choices to come to outcomes that it may not have come to before. This is also what we hope to expect from people coming out of prision, but remember, some behavior patterns are grooved very deeply.
As our "will" always reflects what we have become up to the moment, there is no way not to use it, nor would we want to not have it rely on our knowledge.
One cannot totally will the will, if at all, for the willing is an unconscious analysis, it not even making its results known to consciousness until it is near done, for how could it be otherwise?
As for consciousness, I have since altered my views somewhat, viewing it as kind of a fundamental operation of 'it' from 'bit', meaning sort of 'reality' from 'information', such as with quantum mechanics, not that consciousness would be a quantum effect, although there is a slight similarity in that the brain seems to run through scenarios of consequences rather quickly sometimes.
