First you need to define what you mean by speed in this context. The normal definition is that speed is the time rate of change of position, which is not what you mean in this case.
RascalPuff's answer is the most correct in this post thus far: special relativity shows us that time is an observer dependent quantity. For example, a body moving at some speed (less than the speed of light) will measure a different amount of time has passed between two events than a stationary observer (stationary with respect to whatever frame we are taking to be a rest frame). nice twist greybeard but i will try not to think about that one its confusing enoughand thanks for the link neutralino i am reading it along with Einstein relativity (special and the general theory) wich seems to be a good place to start
Sure. Depending upon your background, there are various books available out there to learn special relativity (which is where I advise you to start). See this link for a short booklist; or feel free to ask if you have any specific requirements.
