A photon travels along a superposition of paths at all speeds, including infinite speed. When added up, these paths all interfere and cancel each other, leaving only the "direct" path going the speed of light.

Even that path is uncertain within a fraction of a wave cycle (half a radian?).

The so-called "virtual" photons travel ANY speed, along ANY path, but are so short-lived (emitted and reabsorbed), probably less than a wave-cycle.
