I maintain that the primary wave(the formational wave)arose from the Absolute,and became the prime mover,the first wave to wash into the void,and bring about the
relative physical universe.
Motion was born of the will,and the will gave birth to the creational "formational" first
wave,within this primal-wave was all the principles that would later become activated
after the involutionary cycle was complete.
Consciousness could be called "the rider of the will"as it expresses the "outer" aspect
of it,while the "inner"(deeper) aspect could be described as the life/soul/spirit,of the
will.

[I have to ponder this for awhile]I know that we cannot project human qualities on That, as an anthropomorphic projection...While It is everything It is also attributeless in It's essence. "God" is simply a Symbiotic acronym/synonym for the grand order of design...imho, It expresses the realtionship of the Divine to the mundane.
'Twas a whirl and a twirl in the infinite space of a finite medium, all that's its limited 'will' could do in winding up the energy. Similar for our will that has more options coming from memory, emotions, associations and all that we've amounted to up to the instant.

about a "temporal field" from which could arise through willed INTENT consciousness clothed in form.
