I agree with that passage of Penrose's.
I am the emperor and my fundamental paradigms are the new laws. This takes care of the Grand Unified Theory (GUT), but what about the TOE? There seems to be many emperors vying for the right to make the laws. We may need to take a vote. Is science democratic??

I don't quite understand your second request for agreement as far as feedback is concerned.

When you post full length documents, it makes it difficult to respond to the many comments in your posts. You are on track with your thinking and I feel you will find the solutions in time.
