We generly say a photon can not gain or loss it's energy in a fraction .
but in RAMAN EFFECT we say that a photon give a fraction of it's energy to a molecule which is in lower vibrational and rotational energy state ,
similarly a photon absorbs a fraction of energy from a molecule if the molecule
is higher vibrational or rotational energy state.

Good observation.

It don't know much about the raman effect, but it does seem to create a horrible paradox which I hope someone can explain me.

The simplest way to view the effect is to think of it as the opposite of that of the laser.
Lasing occurs when scattered wavelengths of light are converted to coherent light.
Raman Effect is the result of converting specific wavelengths to scattered wavelengths (many different frequencies). It is best observed by using lasers to illuminate a molecule and observing the range of wavelengths that are re-emitted by the sample.

No paradox exists in this phenomena.

Ajay is right we all stud the photon is quantized but in fluorescent phenomena also a photon of uv range excite the atom in some higher levels and than that decays in the form of visible light in steps. I think our understanding of the photon is wrong.

Most scientist know what a photon is and they are correct. It is the misuse of the term to mean an object of light that is wrong. The photon represents an increment of change of energy as defined by Planck’s constant. Let’s face it, not everyone is able to comprehend wave theory and the photon makes it easier to remain ignorant for those who do not really wish to know.
