Althouh I think that if you get a particle and radiate them, you will increase heir mass. Maybe you need a certain spectrum or something,.....

at the quantum level, this is happening all the times. Quantum fluctuations, vacuum polarizations and the experiments that detected these processes are the Lamb shift, Casimir effect, virtual particles creations and annihilations.

you can create mass from energy. but by the process of radiation, it ahs to be via radiating a particle, not "creating" it...I think.....it's a very hard question, that seems to find the mistake in conservation and einstein's famous formula...
