As I understand it, until further notice there is no known condition of non-motion anywhere. Approaches to it are efforts to achieve absolute zero - -273oC. or -459 F., which might induce the cessation of all molecular, atomic and sub-atomic motion. Deep outer space is said to be 3 degrees above Absolute Zero. (On the other hand, there are schools of insistent thought that motion doesn't really exist, and that the word 'real', for that matter, is an illusion.)
