How about a contest of theories?
We develop 1 definitive 'test' of a TOE, to which anyone can submit a pre-existing theory or a new theory.
Those that fail the test are discarded. Those that pass move on to the second round of tests. We repeat this until a couple of promising candidates are found.
A good idea would be if a theory can be modified in the middle of the contest, to make it evolutionary.
Without some kind of test we could be arguing over which theory is best until the end of time.
Of course, this is where I say that the first test of the TOEs should be to weed out those that have no application outside of physics., especially since those would be most difficult to prove.
