No. it is current charge of quantized space as H+ and H- with absolute value of 1/6. But electric charge is just the combinations of space charges.
the up quark is 5H+ and 1H- net electric charge 2/3
the down quark is 1H+ and 3H- net electric charge -1/3
the photon is made of 4H+ and 4H- net electric charge 0.
the neutrino is made of 1H+ and 1H- net electric charge 0
the neutron is made of 2 down quarks and 1 up quark net electric charge 0.
