Right you could think of it that way, thats just how this whole thing ties into quantum physics. It is the bases for quantum physics with relativeness included.Imagine some nothing/void in which a single transient event/photon was witnessed. Now that seems like a single observation but if we break it up into these periods of time:
No observer is needed, I just stated it because its based on relative frames of reference and its easier to see how it works when you consider all points of view.
